HIV/AIDS

The dramatic impact of HIV/AIDS in the developing world is outpacing the global response and the public sector’s ability to address the pandemic. The diversity and reach of the private sector – consisting of NGOs, commercial industries, professional associations, private health providers, and business alliances – provides critical opportunities to extend national responses to HIV/AIDS. The advanced stage of the HIV pandemic, and the increased availability of resources through programs such as PEPFAR, now requires the thoughtful engagement and deployment of successful private sector strategies to scale up national and global responses.

Private sector responses in HIV/AIDS have been part of global, national, and local responses to the disease since it emerged. Whether it be HIV/AIDS prevention services offered through NGOs, supportive workplace policies and services provided by commercial industry, private social marketing approaches to promote healthy and safe behaviors, or private health providers delivering much needed HIV testing and counseling, and HIV/AIDS care and treatment, the private sector has been a critical partner leveraging the scale of the HIV response to meet the ever burgeoning need.

The Abt Associates-led Private Sector Partnerships-One (PSP-One)project works with the private sector to strengthen strategic approaches in public private partnership, enhance the quality and reach of their interventions, and apply best practices in sector approaches to HIV/AIDS. The project works with the commercial sector on issues such as HIV policy, financing mechanisms, and service delivery approaches for workplace and community investments in HIV. With private providers, PSP-One clarifies the impact of HIV on human capacity and ways providers can enhance the quality, sustainability, and reach of their HIV/AIDS services. Additionally, the project utilizes social marketing approaches to uniquely package and deliver much needed HIV/AIDS-related products.

Examples of PSP-One HIV/AIDS Strategies Include:

Extend the Reach of HIV/AIDS Interventions through Private Sector Networks and NGO Contracting: Conduct assessments of innovative networks and performance-based contracting approaches to increase the scale of private sector interventions.

Design, Evaluate, and Promote Commercial Sector Involvement: Collaborate with commercial industries to design and assess HIV/AIDS interventions (addressing policy, financing, and service delivery) tailored to meet the needs of employees while also meeting business objectives. Broker linkages between commercial initiatives and the public sector to clarify national policy frameworks to support private sector involvement.

Assess Innovative Social Marketing Strategies to Provide Packages of Health-Related Products Needed by HIV Positive Populations: Working with our partners to develop comprehensive packages of goods to reach HIV positive populations to meet their unmet health needs for HIV prevention, malaria prevention, and palliative care.

Assessments of HIV Impact on the Private Health System and Health Manpower Availability: Strategic involvement of key private sector stakeholders at all levels of national policy formulation on HIV-related issues – particularly in health manpower assessments. As the demand for health professionals increases, it is critical to understand the existing and needed supply of private health workers providing HIV/AIDS services.

Improving the Quality of ART in the Private Sector through Use of ART Tracking Systems: Work with the public and private health sectors to implement an antiretroviral therapy information system (ARTIS), a comprehensive system that can be used to track the care of HIV/AIDS patients on ART at the individual and private facility level, resulting in more personalized care.
