Private Sector Program for HIV and TB in Ethiopia: Brief
Overview: Who are we?
Private Sector Program (PSP)-Ethiopia is an Abt Associates-led and USAID funded project initiated in September 2004 and became operational in March 2005. In the last two and half years, PSP has been facilitating partnerships between the public and private sectors with a goal of “expanding knowledge of, and access to, affordable, high quality private sector HIV/AIDS and TB services”.
PSP has three main components to deliver services that contribute to the overall goal of the project. These are:
- Increase access to and quality of TB/HIV services through the workplace alliances,
- Foster public-private partnerships to provide quality TB/HIV services in private facilities
- Improve access to and quality of HIV/AIDS prevention, care and treatment through Mobile Counseling and Testing Service Delivery
The project is specifically investing in the following strategies to implementing its programs.
- Strengthen the quality of private sector service delivery and financing through assessment and training;
- Develop flagship public-private alliances to strengthen referral networks in the MOH and PEPFAR health network;
- Leverage quality services through associations and social franchising;
- Build demand for services and increase access to options in HIV prevention through behavior change communications and social marketing; and
- Capture success with a mix of harmonized reporting systems and targeted assessments and evaluations that meet PEPFAR targets.
Management

- Peer Educator training in the workplaces (1PE for 35 employees)
- Organizing different educations sessions in the workplaces (kick-offs, family events, sports events, etc)

- Collaborating Agencies: Federal Ministry of Health , HIV Prevention and Control office(HAPCO), Regional Health Bureaus, Town Health Offices, Town HAPCOs, Medical Association of Physicians in private practice(MAPPP-Ethiopia), PLWHA Associations, Counselor Support Associations, Regional Laboratories, Local NGOs working on HIV, USAID Partner Organizations and other Health Networks are also partners to PSP-E
Workplaces
Currently working with 80 large companies (10 of them in collaboration with ILO) TB/HIV prevention and treatment including;
- Implementing interpersonal and interactive peer education.
- Supporting employer clinics deliver services
- TB diagnosis and treatment
- HIV counseling and testing
- 56 companies’ initiated TB/HIV services
- Updated TB/HIV guideline and protocols provided
- Developed Public-Private-Mix (PPM DOTS) guideline in collaboration with FMOH
- 20 private facilities (11 in AA and 9 in Oromiya) piloted TB-DOTS services
- The program is scaled-up to 84 new private higher clinics in Amhara, Oromiya and Addis Ababa regions. The clinics started integrated TB/HIV services
- Clients are now receiving comprehensive services onsite through the referral linkages established by PSP
- Supporting Public Policy Revisions and RHB Stewardship
- More than 350 private health providers were trained on TB/HIV service delivery
- A Referral Directory (consists of exhaustive list of public facilities, non-governmental organizations and private facilities that provide VCT, ART, PMTCT, care and support for PLWHAs and orphan care programs to mention some) was developed and distributed to strengthen and facilitate referral services in the nine Regional.
- In collaboration with AARHB, PSP supported 30 private health facilities to participate in a 2-month 1st Millennium AIDS Campaign; 24,739 clients got tested in the campaign
- In the 3rd Millennium AIDS Campaign (MAC III), 40 private clinics in Addis Ababa tested 17,560 clients in two months (Oct – Dec 2007)
- PSP also participated in the 2nd Millennium AIDS Campaign through capacity building of service providers and supply of kits and equipments
- PSP conducted a four-round mobile counseling and testing services (using tents and mobile team) in ten towns of Oromiya (Dukem, Modjo, Bishoftu, Adama, Batu, Shashemene, Metehara, Meki, Arsi Negele and Wonji) after a comprehensive study comprising of service mapping and qualitative study in Oromiya and Amhara (10 Towns each). Altogether, 26,968 clients were tested in ten months; Additional twenty towns (all in all 40 towns) will receive similar services.
- Abt, as a leading entity, conducted an assessment with AARHB and RPM+ to identify opportunities to start ART services in 20 higher clinics and under way to start the service.
